Tenant complained of a reduction in services based on reduced elevator service. The DRA ruled against tenant. Tenant appealed and lost. The building's service elevator was out of service due to renovations. So the building maintenance workers had to use the passenger elevator and this caused delays and crowding. But tenants still had use of the passenger elevator and the service elevator repairs were temporary.
