Landlord Repaired 11 Out of 12 Items

Tenant complained of a reduction in services based on 12 different items. The DRA ruled for tenant and reduced his rent, even though an inspection showed only that there was a defective bathroom-floor covering. Landlord appealed. Landlord had submitted proof that 11 of the 12 conditions had been repaired. And by the time landlord filed its PAR, the other condition had been repaired. The DHCR ruled for landlord and revoked the rent reduction based on landlord's good faith in repairing substantially all the conditions of the complaint.
