Doorman Hours Reduced

Tenants complained of a reduction in services because doorman hours had been reduced. The DRA ruled for tenants and reduced their rents. Landlord appealed, claiming that reducing doorman hours didn't mean that services were reduced. The DHCR ruled against landlord. Tenants were entitled to the 24-hour doorman service they received on the base rent date. Reducing those daily hours resulted in a service reduction.
