Landlord Reduced Laundry Room Hours

Tenant complained of reduced services. Landlord now locked the building's laundry room from 10:00 p.m. to 8:00 a.m. Previously, the laundry room had been open 24 hours a day. Landlord admitted locking the laundry room at night in response to repeated vandalism of the washing machines. The DRA ruled for tenant and reduced his rent. Landlord appealed, arguing that the reduced hours were a safeguard---not a service reduction. The DHCR ruled against landlord.
