DOB Issued Elevator Violations

Tenants complained of a reduction in building-wide services based on elevator violations. The DRA ruled for tenants and reduced their rents. Landlord appealed, claiming that the elevators were inoperable for a few hours at most while landlord corrected four recently issued DOB violations. The DHCR ruled against landlord. New elevator violations were issued by DOB and ECB after the other four were remedied. Based on landlord's failure to correct all elevator violations on time, elevator service wasn't properly maintained, and the DRA properly reduced tenants' rents.
