Dishwasher Was Registered in 1984 as Apartment Service

Rent-stabilized tenant complained of a reduction in services because landlord wouldn't replace his broken dishwasher. Landlord claimed that tenant bought and installed the appliance, so landlord wasn't responsible for repair or replacement. The DRA ruled for tenant and reduced his rent. Landlord appealed and lost. DHCR inspection showed that the dishwasher wasn't working. And a dishwasher was registered as a base date service for the apartment with the initial 1984 DHCR registration.
