Landlord Offered to Provide Replacement Dishwasher

Tenant complained of a reduction in services, claiming that the dishwasher didn't work. The DRA ruled for tenant, and landlord appealed. Landlord argued, as it had to the DRA, that it had installed a new dishwasher in 1985 and made repairs in 1989 and 1990. Landlord then offered to replace the dishwasher with another, used unit or to provide a new replacement dishwasher if tenant agreed to pay a ``1/40th'' rent increase. Landlord showed correspondence back and forth with tenant, in which tenant refused the used dishwasher and demanded a new dishwasher at no rent increase.
