Landlord Proved Apartment Registered in 1984

Tenant complained of a rent overcharge. The DRA ruled for tenant and froze her rent as of 1984, based on a finding that landlord hadn't registered tenant's apartment that year. Landlord appealed and won. Landlord proved that the apartment was properly registered in 1984. Landlord submitted two of the five acceptable nonconclusive forms of documentation listed in DHCR's Policy Statement 92-3. Landlord submitted a registration summary form (RR-2), which was signed and notarized in June 1984. Landlord also submitted substantial proof of service of the RR-1 form on tenant.
