DHCR Inspection Showed Elevators Were Working Properly

Tenant complained of a reduction in building-wide services based on elevator service problems. The DRA ruled against tenant, finding no reduction in services. Tenant appealed and lost. The DHCR’s one-time inspection of the three elevators, which found that they were working properly, was sufficient since more detailed inspection was the responsibility of DOB. Intermittent service interruptions claimed by tenant were not by themselves sufficient to find a reduction in services.
