Rent-stabilized tenant complained of a reduction in building-wide services based on elevator service deficiencies. The DRA ruled against tenant after DHCR inspection. Tenant appealed and lost. The DHCR's inspector found that elevator no. 1 was working properly. The elevator cabin was smooth moving while going up and down, the standing platform of the elevator was properly leveled with the hallway floors at every stop, the control panel and exterior buttons worked properly with light-indication except for the lobby button, and the elevator cabin interior contained operable lights, proper ventilation, and securable mirror. The DHCR was unable to inspect a second building elevator because it was under repair at  the time of inspection. But tenant hadn't complained about the second elevator, so the DRA directed landlord to make timely repairs in its order.
