DHCR Denies Hot Water Complaint Where There Was No Outstanding HPD Violation

Rent-stabilized tenant complained to the DHCR in January 2023 that landlord failed to provide hot water service to the building. The DRA ruled against tenant and dismissed the case after HPD records revealed no outstanding violation for inadequate hot water service to either tenant's apartment or the building. Tenant appealed and lost. Tenant argued that there had been hot water violations at the building over a four-and-one-half month period. But at the time of the DRA's order, there were no outstanding violations for hot water.
