DHCR Accepts Settlement Stipulation After Tenants File PAR

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants in part. Tenants appealed, claiming that the house telephone, lobby phone, lobby doors, and front door intercom were all required services that landlord didn't maintain. In a settlement agreement accepted by the DHCR, tenants agreed to withdraw their PAR, and landlord agreed to maintain 24-hour lobby desk staffing and to announce visitors.
