DHCR Won't Accept Proof of Lease Renewal Offer Filed for First Time with PAR

Rent-stabilized tenant complained to the DHCR that landlord failed to provide a timely renewal lease. The DRA ruled for tenant after landlord failed to respond to the DRA's notice of tenant's complaint. Landlord appealed and lost. Landlord argued that tenant signed two-year renewal leases commencing respectively on Oct. 1, 2019, and Oct. 1, 2021. Landlord also said that it offered a renewal lease commencing Oct. 1, 2023, and was awaiting tenant's signature. But the DHCR can't review new evidence presented for the first time with a PAR.
