Landlord answered tenant's complaint through its attorney, who submitted notice of appearance. The DRA ruled for tenant, but never sent landlord's attorney a copy of the decision. Landlord's attorney filed a PAR more than 35 days after the DRA's order was issued. The DHCR permitted the filing of the late PAR because the DRA didn't mail a copy of the PAR to landlord's attorney in a timely fashion.
