Defective Light Bulbs in Incinerator Room

Tenants complained of a reduction in building-wide services based on a number of conditions. The DRA ruled for tenants, and reduced rents. Among other conditions, the DRA found that light bulbs were missing from the incinerator room, so that room wasn't lit. Landlord appealed, claiming that the replacement of light bulbs was routine maintenance, so a rent cut was inappropriate. The DHCR denied landlord's PAR. The maintenance of adequate public area lighting is related to tenant safety. On two different inspection dates several months apart, there were no light bulbs.
