Courtyard Space Reduced by 75%

Tenants complained of a reduction in building-wide services. They said that landlord converted a courtyard into a parking lot. The DRA ruled for tenants. Landlord appealed, claiming that any reduction in the courtyard space was minor and didn't warrant a rent reduction. The DHCR ruled against landlord. The DRA held a hearing and found that the courtyard space was reduced by 75 percent. Access to the current courtyard area was also now limited because the basement door was locked at 5:00 p.m. The courtyard was substantially reduced. This wasn't a minor service reduction.
