Complaint About Services Too Vague

Landlord applied for MBR increases for 2002–03. Tenant objected to the rent increase. The DRA ruled for landlord. Tenant appealed, claiming that landlord didn't provide various services in her apartment and in the building. The DHCR ruled against tenant. Tenant's complaint was vague. And none of tenant's complaints involved rent-impairing violations. Landlord showed it was entitled to the MBR increases based on the lack of documented building violations.
