Tenant's Complaint Too Vague

Tenant complained of a reduction in services, based on a number of apartment conditions. The DRA ruled for tenant in part, and reduced her rent, based on a finding that her apartment door was defective. Tenant appealed, claiming that the windows, bathtub plumbing, kitchen sink plumbing, bedroom base board, and living room window services also weren't maintained, and that the apartment hadn't been completely painted. The DHCR ruled against tenant. The DHCR's inspector found problems only with tenant's apartment door.

The DHCR ruled against tenant. The DHCR's inspector found problems only with tenant's apartment door. And tenant's initial complaint stated that only the kitchen sink needed to be replaced. Tenant didn't specify that there was a problem with the kitchen sink plumbing until she filed her PAR. Since tenant didn't say in her initial complaint what was wrong with the sink, the DHCR wasn't required to take any action on that part of her claim.
