Tenant's Complaint Too Vague

The DRA ruled for tenant and reduced her rent based on findings of defective kitchen faucet and toilet tank. Landlord appealed. Tenant's complaint stated only that there were loose pipes under the kitchen sink; tenant made no statement concerning a toilet tank. The DHCR ruled for landlord. Tenant's complaint was too vague for the DRA to have made the decision it did.
