Building Alarm Turned Off at Time of Inspection

Tenant complained of a reduction in building-wide services. He said that the roof door alarms weren't working. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that the alarm was merely turned off at the time the DHCR inspector came to the building. The DHCR ruled against landlord. Turning off the alarms was no excuse. The alarms weren't operating at the time of inspection and tenant's rent therefore was properly reduced.
