Roof Alarms Not Functioning

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants and reduced their rents. Landlord appealed and lost. Landlord claimed that all alarms and doors were fully functional. But, among other things, the DHCR's inspector found that the roof alarms in the north end and at the middle of the building didn't activate. And the rear basement entry door was left open.
