Wood Floor Repaired in Unworkmanlike Manner

Rent-stabilized tenant complained of a reduction in services based on the condition of wood floors in his apartment. The DRA ruled for tenant and reduced his rent. Landlord appealed and lost. Landlord claimed that the condition was minor. But the DHCR's inspector reported that the floor around the radiator in one bedroom was repaired in an unworkmanlike manner as the replaced floor wood didn't match and didn't align with the existing wood floor.
