Warped and Uneven Living Room Floor

Tenant complained that his living room floor was rotted, buckling, and splitting. The DRA ruled for tenant after an inspection showed that the floor was warped and uneven. Landlord appealed. Landlord said the floor wasn't warped or that, if it was, this was a minor condition that didn't warrant a rent cut. The DHCR ruled against landlord. The DRA's ruling was based on an inspection. And a warped and uneven floor wasn't a minor condition.
