Warped and Bulging Floor

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that the condition in question was minor and that tenant had filed a prior service complaint that was still pending. The DHCR ruled against landlord. An inspection showed that tenant's kitchen floor was warped and bulging and was a possible trip hazard. Tenant's rent was properly reduced. Tenant's other complaint was filed at a different time, had different effective dates, and was concerned with a different condition.
