Violation Notice Not Signed

DOB issued a violation notice to landlord. Landlord argued that the notice was invalid because it wasn't signed. The ALJ ruled for landlord and dismissed the violation. DOB appealed and won. ECB rules don't require violation notices to be signed. The notice gave landlord the date and place of the violation, the section of law violated, and a sufficient description of the violation. So landlord had enough information to respond adequately to the violation notice.
