Vacancies on Nassau County Rent Guidelines Board

The Tenant's Council (Council) of Hempstead, Long Island, sued the county Rent Guidelines Board (Board), claiming it was unlawfully doing business because there have been one or more vacancies on the Board since 1985. The court dismissed the lawsuit. As long as the required quorum made the Board's decisions in each case, a vacancy doesn't invalidate the Board's operations.
