Twice-a-Day Cleaning Not Enough

DOS issued a violation notice to landlord for having a dirty sidewalk in front of his building. Landlord claimed that he cleaned twice a day. The ALJ ruled against landlord and fined him $50. Landlord appealed and lost. The building was on a busy commercial street. The inspector had found loose newspaper, balloons, boxes, paper, tissues, and other debris in front of the building. Landlord's routine of cleaning twice a day wasn't enough.
