Twice-Daily Cleaning Not Enough

DOS issued a violation notice to landlord for having a dirty sidewalk. Landlord objected. The ALJ ruled against landlord and fined him $50. Landlord appealed, claiming that he swept in front of the building twice a day. ECB ruled against landlord. The inspection report showed that there were matted-down container tops, lids, wrappers, newspapers, and other litter scattered about the sidewalk in front of the building. So landlord's efforts weren't enough to keep the area clean.
