Twice per Day Cleaning Not Enough

DOS issued a violation notice to landlord based on trash in front of the building. Landlord claimed that he had swept in front of the building that morning. The ALJ ruled against landlord and fined him $50. Landlord appealed, claiming he cleaned in front of the building twice a day. ECB again ruled against landlord. The violation notice had stated that some of the trash found in front of the building was stale debris. Landlord clearly wasn't making reasonable efforts to keep the area in front of the building clean.
