Toilet Replacement Connected with Repiping

Landlord applied for MCI rent hikes based on repiping and building-wide toilet replacement. The DRA ruled for landlord. Tenants appealed, claiming that the old toilets were only two years old and that not all of them were replaced. The DHCR ruled against tenants. Only toilets that weren't compatible with the new plumbing were replaced. Since this work was part of the repiping installation, it qualified for a rent hike as work done in connection with an MCI.
