Bath Modernization Didn't Include New Sinks and Toilets

Landlord applied for MCI rent hikes based on a number of improvements. The DRA ruled for landlord in part but denied any increase for bathroom modernization. Landlord appealed and lost. The invoices from landlord's contractor showed that landlord installed new medicine cabinets, lights, floor/wall tiles, tub enclosures, Sheetrock, electric outlets, fixtures, shower rods, hangers, towel bars, and soap dishes. But landlord didn't install new sinks and toilets. Under DHCR policy, new sinks and toilets must be installed for bathroom modernization to qualify as an MCI.
