Landlord replaced flooring in three public hallways in a four-story building. So the work wasn't done on a building-wide basis and didn't qualify as an MCI. Landlord argued that the basement hallway floor was renovated in 2002. But this only confirmed that the work was done in a piecemeal fashion and was only maintenance and repair.
