Replacement of Floor Tiles Doesn't Qualify

Landlord applied for MCI rent hikes for replacing apartment entrance doors and hallway floor tiles. The DRA granted landlord's application for the doors, but denied it for the floor tiles. Landlord appealed, claiming that the new tiles were necessary because the old tiles had been damaged during the door replacement work. The DHCR denied landlord's appeal. Landlord had replaced all the hallway tiles, when only minor replacements had been necessary. So, the complete tile replacement job was cosmetic in nature, and doesn't qualify for an MCI increase.
