Terrace Water Didn't Drain Properly

Tenant complained of a reduction in services because a terrace didn't drain properly. The DRA ruled for tenant and reduced her rent. Landlord appealed, claiming that the terrace didn't drain properly because tenant put a piece of wood between the balcony of her apartment and the next apartment. Landlord claimed that this caused the problem. The DHCR ruled against landlord. An inspection showed that the water didn't drain properly because the terrace wasn't properly sloped. So when it rained, the water ran down toward tenant's apartment and puddled.
