Tenants Waited Too Long to Complain

Tenants complained of a reduction in services based on the size of their replacement air conditioner and refrigerator. The DHCR ruled against tenants. They appealed and lost. In a prior case, tenants stated that they were satisfied with the then new refrigerator. Tenants didn't file the current complaint until more than four years after landlord replaced the refrigerator and air conditioner. So these were minor conditions that didn't warrant a rent reduction.
