Tenant Waited Too Long to Complain About Missing Cabinet

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. This was based on inspection showing that part of tenant's kitchen cabinet was missing. Landlord appealed. Landlord's invoices showed that the kitchen cabinet was installed in February 1999. But tenant didn't complain until April 2004, more than five years later. So the condition was minor, and tenant's complaint should have been dismissed.
