Tenant's Refrigerator Was Defective

The court and appeals court ruled against landlord. The DHCR inspection showed that tenant's refrigerator leaked and froze food. Freezer and refrigerator temperatures were abnormal and gaskets were improperly installed. So the DHCR's decision was reasonable.
