Defective Replacement Refrigerator

Tenant complained of a reduction in services based on several conditions, including a defective refrigerator. The DRA ruled for tenant, and landlord appealed, claiming that he'd replaced tenant's refrigerator before the DRA's order was issued. The DHCR ruled against landlord. Landlord had replaced the original refrigerator, but an inspection showed that the reconditioned replacement refrigerator had a missing door, worn gaskets, and a freezer temperature of 10 degrees Fahrenheit.
