Tenant complained of a rent overcharge. The DRA ruled for tenant, finding a $10,000 willful overcharge. Among other things, the DRA found that landlord didn't offer tenant the choice of a one- or two-year lease. Landlord appealed, claiming that tenant had been given a choice. But landlord submitted no proof of this claim. So the DHCR ruled against landlord.
