Landlord Didn't Offer Tenant Two-Year Vacancy Lease

Tenant complained of a rent overcharge. She claimed that when she moved in, landlord didn't offer her the option of a two-year vacancy lease but, instead, forced her to accept a one-year vacancy lease. Tenant filed her complaint after her initial lease expired. The DRA ruled against tenant. Tenant appealed and won. Tenant showed that she had requested in writing the two-year lease before she moved into the apartment. Landlord didn't respond to this claim. And another tenant in the building had made the same complaint; that landlord had refused to offer her a two-year vacancy lease.
