Tenants Didn't Complain About Loose Drain Cover

Tenants complained of reduced building-wide services, claiming that the drain cover in the courtyard entrance ''did not work.'' A DHCR inspection revealed that the drain worked, but that the cover was loose. The DRA cut the rent, and landlord appealed. Landlord wins. Tenants didn't complain that the drain cover was loose. So, this couldn't be a ground for reducing the rent.
