Tenants Didn't Ask for Rent Cut

Tenants complained of a reduction in building-wide services. An inspection showed that the complained-of conditions existed. The DRA ordered landlord to make repairs, and reduced tenants' rents. Landlord appealed, pointing out that tenants didn't request rent cuts. The DHCR found that rent-stabilized tenants' complaint form indicated that no rent cut was sought ``at this time.'' So, the rent cuts for the stabilized tenants were revoked because the Rent Stabilization Code gives tenants the option of requesting rent cuts for reduced services.
