Tenant Didn't Ask for Rent Cut

A residential hotel tenant complained of reduced services, stating that there was a large hole in the bathroom wall, a severe plaster crack, and broken furniture. Landlord didn't respond to the complaint. After an inspection was made confirming tenant's complaints, the DRA ordered landlord to restore services, but didn't reduce tenant's rent. Tenant appealed, arguing that he'd requested a rent cut in his application. The DHCR ruled for landlord. Tenant didn't ask for a rent cut in his complaint, so he lost his right to get one.
