Tenant Didn't Ask for Rent Cut

Tenant complained of reduced services, and the DRA ordered a rent cut. Landlord appealed, arguing that tenant hadn't asked for a rent cut, and that landlord had completed all the necessary repairs. The DHCR ruled for landlord. Tenant can't get a rent cut unless he specifically requests one when he complains about reduced services.
