Tenant's Complaint Illegible

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that tenant's complaint was illegible and therefore gave him insufficient notice of the conditions to be corrected. The DHCR ruled for landlord. The rent reduction was revoked, and the case was sent back to the DRA to send landlord a legible copy of the complaint.
