Tenant Must Provide His Own Heat

Tenant complained of a reduction in services because landlord didn't provide heat. The DRA ruled for tenant and reduced his rent. Landlord appealed, pointing out that tenant's vacancy lease stated that tenant must pay for his own heat. The DHCR ruled for landlord. In addition to tenant's lease, landlord's initial building services registration form stated that tenants in the building provided their own heat.
