Tenant Claims Heat Not Provided Until 7:30 a.m.

Tenant complained of a reduction in services based on his claim that landlord didn't start giving heat until 7:30 a.m. after daylight savings time started during heating season. The DRA ruled against tenant. Tenant appealed and lost. Landlord should provide heat, when required, before 7:30 a.m. But the DHCR can't send inspectors out before 9:00 a.m. and so can't address tenant's complaint. The DHCR referred tenant to HPD, whose inspectors can perform early morning inspections.
