Tenant Didn't Provide Access for Follow-Up Inspection

The DRA ruled for tenant and reduced his rent. Landlord later applied for rent restoration based on tenant's failure to provide access for repairs. The DRA ruled for landlord, and tenant appealed. The DHCR ruled against tenant. Tenant was unable to be at the apartment for a no-access inspection scheduled by the DHCR. The inspection was rescheduled, and tenant again didn't appear.
