Tenant Didn't Complain About Windows

Tenant complained of a reduction in services, based on landlord's not maintaining the windows. The DRA ruled for tenant and reduced his rent. Landlord appealed. Tenant had complained that windows were stuck because of a recent paint job. But the DRA's order reduced tenant's rent because an inspection showed that new windows, installed after tenant's complaint was filed, were misaligned. This wasn't a condition that tenant complained of.
