Tenant complained of reduced building-wide services, claiming that window sash cords were missing and that the windowsill paint was peeling. The DRA reduced the rent after finding litter in the backyard, broken and cracked panes in the basement windows, and decayed windowsills. Landlord appealed, arguing that tenant complained of items that weren't in the DRA's rent reduction order. Landlord wins.
